The Town of Lincoln, through its Community Center Building Committee (CCBC), acting on behalf of the Lincoln Select Board is seeking proposals from qualified architectural / engineering firms (the consultant) with experience in the evaluation and design of public buildings, especially community centers and senior centers, to provide professional services associated with the development of a community center within the Hartwell complex on the Ballfield Road school campus. This building would house the Council on Aging & Human Services, Parks and Recreation Department, and other community organizations.
This work would involve refining previously developed schematic design alternatives and developing new alternatives that are no more than fifty percent (50%) and seventy five percent (75%) of those previously developed designs. This will involve significant public engagement throughout and will culminate in a presentation of these alternatives to the Lincoln community for a vote on a preferred option at a special town meeting in November 2023. In March of 2024, the preferred design and cost estimate will be presented to the voters in the form of a funding vote.
If the community supports a building project in some fashion, the consultant may continue to final design and construction services, depending on funding.
1) Experienced staff — acting as members of the project team – who each have actively participated in similar projects in the past and who hold Massachusetts registrations and licenses in all applicable disciplines required to provide the services as described above.
2) The project team shall have completed a minimum of three similar studies of the facility needs of Councils on Aging, Human Services, Parks and Recreation, and/or Community Centers.
3) The project team additionally should have experience with renovation as well as new construction and with sustainability and net zero designs.
4) The project team is familiar with Massachusetts public construction laws and procedures.
